2017 Board of Directors

Honorary Member - The Honorable Marie Waldron, California State Assembly

Marie Waldron is a small businessowner, mom and experienced elected official.   She has served in the California State Assembly since 2012 and is Minority Floor Leader and the Leadership team for the Republican Caucus.  She serves on Assembly Health, Governmental Organization and Rules committees.  Marie is also Vice Chair of the Local Government committee.  Through her work of advocating for patient care and access, she was honored by both the CA Life Sciences Association and the CA Chronic Care Coalition as Legislator of the Year for 2015.

Prior to her election to the Assembly, Waldron served for 14 years on the Escondido City Council and multiple boards and agencies.  Waldron also served as Escondido’s Deputy Mayor, on the Board of Directors and the Budget subcommittee for the North County Transit District, the city’s representative to the League of California Cities, the Regional Solid Waste Association Board, and Escondido’s Investment, public works and public safety subcommittees. Her commitment to her city was recognized by the Escondido Rotary Club when she was presented their Outstanding Community Service Award.

Waldron has also been a member of the Escondido Chamber of Commerce and the Downtown Business Association and many other groups. She served 4 years as Honorary Chairman of the California Business Advisory Council which advocated on behalf of California’s small businesses to Congress.  


Active in the San Diego region, Waldron was a founding member of the San Diego chapter of CWLA (California Women’s Leadership Association), and is a member of the American Legion Auxiliary.

Marie has a B.S. degree from St. John’s University and has done graduate work at UCSD and SDSU. Marie and her husband, Steve, have owned and operated Top End Tees Screen-printing and Apparel in Escondido for over 20 years.  The Waldron’s have a 16-year old son. 


Co-President: Courtney Jensen

Courtney is currently the Legislative Advocate for the California & Nevada Credit Union Leagues, where she represents over 300 credit unions in California and Nevada with more than nine million members.

Prior to joining the Leagues, Courtney served as Legislative Director to Assemblymember Ian Calderon focusing on Insurance, Business, Education, and Labor and Legislative Aide to Majority Leader Charles Calderon focusing on Banking and Finance, Insurance, and others.

Courtney has been a Capitol Network Member since 2011 and joined the board as a membership committee co-chair in 2014 to recruit new young professional members. Courtney also served as Treasurer of Capitol Network in 2015.

Courtney attended Cal Poly, San Luis Obispo, where she received a degree in Political Science and a minor in English in June 2011. In her free time Courtney enjoys hiking and being outdoors with her dog Avila, snowboarding, competing in open water swims, and volunteering with Cal Poly.

Co-President: Dorothy Johnson

Dorothy Johsnon currently serves as Legislative Representative for the California State Association of Counties (CSAC) where she is the lead advocate on finance and administration policy on behalf of California’s 58 member counties.

She has been a Capitol Network Member since 2010 and joined the board as an At-Large Member in January 2015. She also served as Chair of the Mentorship Committee.

Over the last decade Dorothy has advocated for local government agencies on a variety of issues including governance and employee relations for the CA Special Districts Association and public works and public safety with the League of California Cities. She has also served as Grassroots Director for the American Heart Association’s Western States Affiliate and Senior Account Executive with Perry Communications Group.

Her first experience in the Capitol was an Assembly intern but her affinity for lobbying came from an internship where she worked with local government agency and public service association clients at Shaw/Yoder, Inc (now Shaw/Yoder/Antwih).

Dorothy graduated with highest honors from the University of California, Davis with a BA in Sociology (Law and Society Emphasis) and Political Science.

Treasurer: Rachael O’Brien 

Rachael is currently the Manager of Government Affairs at the Agricultural Council of California, representing approximately 15,000 farmers across the state of California, ranging from small, farmer-owned businesses, to some of the world’s best-known brands. In this capacity Rachael leads regulatory advocacy on air, energy, transportation, and pesticide use policy, in addition to planning board meetings, the Ag Council annual meeting, and other member activities. 

Prior to joining the Ag Council, Rachael served as a Legislative Advocate for Gonzalez, Quintana & Hunter, LLC, focusing on energy, water, air quality, CEQA, and tribal policy areas. Rachael also worked as an Associate for EcoConsult, a political environmental advocacy firm and held an internship position with Assembly Member Skinner’s Capitol office.

Rachael received a Bachelors Degree in International Relations and Global Politics from California State University, Monterey Bay. In her spare time, Rachael enjoys camping, hiking, traveling and spending time with family and friends. 

Secretary: Angela Pontes

Angela Pontes is currently Legislative Director for Assemblymember Cecilia Aguiar-Curry.


Prior to returning to the Capitol to serve in Assemblymember Richard S. Gordon's office, Angela worked in the Third House as a Legislative Coordinator and Advocate at Gonzalez, Quintana & Hunter, representing a range of clients. She also spent time working with the former First Lady of California, Maria Shriver, on her research and communications project titled "The Shriver Report: A Woman’s Nation Pushes Back from the Brink." Angela graduated from Georgetown University, where she majored in International Health and Spanish Language, and was also an NCAA Division I athlete.

Immediate Past President: Jolena Voorhis

Jolena Voorhis is currently the Executive Director for the Urban Counties Caucus (UCC) and has served in that position since December, 2008. As Executive Director, she is responsible for setting policy and priorities for UCC, advocates on key issues before the Legislature, and holds monthly Board meetings; UCC is a coalition of the largest counties in the State of California. Prior to working for UCC, she served as the Deputy Director for Legislation at the Department of Housing and Community Development. She was appointed to the position by Governor Arnold Schwarzenegger on February 23, 2005. As the Director of Legislation, Ms. Voorhis was the chief lobbyist for the Department and testified regularly before the Legislature on housing and economic development issues. Prior to working at the Department, Ms. Voorhis was a Senior Legislative Analyst for the California State Association of Counties for four years and worked on a variety of issues including housing, land use, Indian gaming, elections and economic development. Ms. Voorhis has also worked for the State of California for over 10 years in various departments including the Department of Conservation, the Commission on Local Governance for the 21st Century, and the Governor's Office of Planning and Research. Prior to working for the State of California, Ms. Voorhis lived and worked in Washington, D.C. for four years and her jobs included working for a non-profit organization and a polling firm.

Julie Hooper (Communications and Website Committee Chair)


Julie Hooper is a Director at Randle Communications, offering clients public affairs and public relations support. Julie is the Communications Director for California Trailblazers, an organization aimed at recruiting, training and electing the next generation of Republican leaders to state legislative office. Previous to joining Randle Communications, Julie worked in the State Senate as a Legislative Aide and Communications Director. Julie is an alumni of the California Senate Fellowship program and serves on its alumni board of directors. Julie is a graduate of University of California, Davis.

Erin Norwood (Golf Committee Co-Chair)


As Senior Vice President of Government Affairs for Norwood & Associates, Ms. Norwood provides clients with a decade of experience and a strong understanding of insurance, technology, health, and consumer issues.   Ms. Norwood has successfully lobbied the California Legislature, Governor’s office, and State Administrative Agencies on significant issues such as workers’ compensation, cable and internet legislation, pharmaceuticals, personal, property and life insurance, taxation, gambling and internet poker legislation.

Norwood & Associates’ clients benefit from Ms. Norwood’s familiarity of how client objectives are met through legislation, her knowledge of how California legislators perceive various issues and her bipartisan relationships with legislators and staff.  Ms. Norwood recognizes the importance of being well versed in all aspects of her clients’ issues as well as the necessity of keeping clients informed on the process and progress of legislation.

Ms. Norwood is also an active member of Capitol Network, which is involved in uplifting and aiding women within the Capitol community.  She has co-chaired Capitol Network’s Annual Golf Tournament for two consecutive years, which funds grants to local charities. She has been a member since 2008. 

Ms. Norwood is a graduate from California State University, Sacramento with a Bachelor’s Degree in Communications Studies with an emphasis in Political Communications.  Ms. Norwood also is a graduate from University of the Pacific, McGeorge School of Law with a Master’s of Science in Law.

Vanessa Garcia (Charitable Giving Committee Co-Chair)

Vanessa Garcia is a Legislative Analyst for the Office of State Treasurer John Chiang. She is responsible for researching, tracking, and analyzing bills, testifying in legislative hearings and providing policy recommendations to the Treasurer. Vanessa was an Executive Fellow in the Capital Fellows Program from 2014-2015 and worked at both the Fair Political Practices Commission and the Department of Business Oversight during her fellowship year. As an undergraduate, Vanessa was a student lobbyist and executive on the University of California Student Association’s Board of Directors. Vanessa graduated from the University of California San Diego in 2014 with a B.S. in Cognitive Neuroscience and a B.A. in History.

Amber King (Charitable Giving Committee Co-Chair)

 Amber graduated from California State University, Sacramento with a Bachelor of Art's degree in Government and a minor in Sociology in 2003. After graduation, she became intern in Assemblymember Simon's capitol office, and subsequently was hired as a Legislative Aide focused on transportation legislation. Amber joined the Association of Healthcare Districts as a Legislative Advocate in January 2006 and became Senior Legislative in October 2011. She currently manages the legislative department and focuses her legislative efforts on local government, hospitals and employee relations. Amber also handles workers' compensation legislation for the ALPHA Fund. She is a member of the Legislative Committee for the California Special Districts Association and previously served on the Advocacy Committee for the California State Rural Health Association. Amber serves on the Board of the Junior League of Sacramento as well.

Andrea Svoboda Daugherty (Charitable Giving Committee Co-Chair)

Andrea Svoboda Daugherty is the Manager of Political Advocacy for the California and Nevada Credit Union Leagues.  The Leagues serve more than 288 credit unions in California and Nevada with more than 10 million members and more than $145 billion in assets.  In her capacity, she plays an integral role within the Leagues’ government affairs department as her daily activities include Political Action Committee (PAC) management, fundraising and overall political strategy. 

Prior to joining the California and Nevada Credit Union Leagues, Andrea was an Account Executive at the public affairs firm Cerrell Associates located in Los Angeles, California.  During her time there her primary focus was spearheading grassroots efforts for the pharmaceutical industry.  

Andrea is an alumna of California Polytechnic State University, San Luis Obispo where she graduated with a BA in Journalism. 

Laura Speed (Mentorship Chair)

Laura Speed became assistant director of Governmental Affairs for the Judicial Council of California on October 1, 2013. As assistant director, Laura manages the office’s legislative and budget advocacy operations. Ms. Speed has served as the governmental relations and legislative officer for the County of Sacramento, as division chief in the Office of Stakeholder Relations with the California Public Employees Retirement System, as deputy chief of external affairs at the California Department of Corrections and Rehabilitation, and as a policy consultant for the Senate Republican Policy Office. In addition, she serves as an adjunct professor at the University of the Pacific, McGeorge School of Law, where she currently teaches a course in practical and persuasive legal writing. Laura earned her bachelor’s degree in political science from San Jose State University and her juris doctorate from McGeorge School of Law.

Lauren Greenwood (Golf Committee Co-Chair)

Lauren Greenwood is currently the Legislative Analyst for the California Cable & Telecommunications Association (CCTA) which serves members such as Comcast Cable, Time Warner Cable, Charter Communications and Cox Communications. 

Lauren completed the California Executive Fellowship Program at the California Energy Commission before joining CCTA. Lauren focused on the state’s pressing energy and transportation issues through website content development, supporting public private partnerships, driving stakeholder engagement, and participating in legislative and public comment work.

Prior to her state government experience, Lauren was a former associate at the Dewey Square Group. In this role, Lauren gained state and federal social services and health care policy knowledge as well as experience working with a large variety of local communities throughout California as well as Illinois. Lauren also aided in the production of high profile events and messaging for clients in a range of places including Greece and South Korea.

Lauren graduated from California State University, Sacramento, with a bachelor's degree in Economics.

Brittany Trudeau (Membership Committee Chair)

Brittany Trudeau is the Communications Coordinator for Norwood and Associates. She is responsible for the management of both the Norwood & Associates and California Pool & Spa Association websites, as well as the blog and social media outlets for the CPSA. She works to manage the online presence of the Association, and serves as the membership manager by maintaining communications with the members to keep them up to date on the latest developments and information for the association. Brittany also oversees the writing and production of the CPSA monthly newsletter, and contributes content to the Norwood and Associates publication This Week in Sacramento. Her interests lie in both writing and critical editorial thinking, which she has developed through many years of independent technical and creative writing projects. Brittany graduated with high honors from the University of California, Davis with a degree in Classical Languages and Literature, where she focused on the blending of literary analysis with socio-political history.
